Defense officials are in damage-control mode following the revelation from the Inspector General’s office that Defense Secretary Chuck Hagel allegedly cheated on his annual proficiency exam.
The test’s final section, focusing on invading foreign countries, destroying their infrastructure then rebuilding it and creating a stable democracy, is arguably the hardest. So tough in fact that former secretaries Gates and Rumsfeld failed the section entirely.

Defense Secretary Chuck Hagel is worried about a growing ethics problem within the military, following recent revelations that about 100 Air Force nuclear missileers and 30 Navy nuclear reactor operators cheated on qualification tests.
“This issue has his full attention, and it’s fair to say he’s deeply troubled by it,” said Pentagon spokesman Rear Adm. John Kirby at a Pentagon briefing on Wednesday.
